Mandated Reporter Training for Board Members & Volunteers

Effective January 1, 2026, SB 848 expanded California's definition of mandated reporters to include school governing board members and certain volunteers who interact with students. 

CharterSAFE provides member schools' board members and volunteers with no-cost access to mandated reporter and child abuse prevention training online.

 Mandated Reporter Requirements

Effective January 1, 2026, governing board members and certain volunteers* who interact with students are considered mandated reporters under California law.
*Volunteers whose duties involve direct contact with and supervision of children 

Training must be completed annually within six weeks of the start of the school year or within six weeks of commencing services, whichever occurs first.

 Why This Training Matters

At CharterSAFE, student safety and well-being are a top priority. We are providing this training because we value our member schools and the important role that governing board members and volunteers play in creating safe learning environments.

This training helps participants recognize signs of abuse and neglect, understand reporting responsibilities, maintain appropriate professional boundaries, and respond appropriately when concerns arise. Beyond compliance, it serves as an important risk management and student safety resource by increasing awareness, encouraging responsible reporting, and reinforcing professional conduct.

Ultimately, the training helps schools strengthen safeguarding practices, reduce risk, and demonstrate their commitment to protecting students. More importantly, it ensures that every adult serving students understands their role in creating and maintaining a safe, supportive, and respectful learning environment.

 Important Completion Requirements

  • Participants cannot access the Certificate of Completion until all required training videos have been completed.
  • A Certificate of Completion will be emailed to the user upon successful completion of the training.
  • Instruct the user to forward a copy of the certificate of completion to the school’s designated administrator
  • Participants should plan sufficient time to complete the training in a single sitting. The training is designed to be completed without interruption. Participants should avoid stopping and restarting the course whenever possible.
  • Due to the sensitive nature of the content, including discussions related to child abuse, neglect, and professional boundaries, it is recommended that the training be completed without children present in the room.

Recordkeeping Reminder
Schools are responsible for maintaining records demonstrating completion of required training by governing board members and qualifying volunteers. 

 Implementation Strategies

  • Send annual notification emails using the sample templates and retain copies of all sent notices for documentation.
  • Incorporate the training requirement into board member onboarding so both new and returning board members receive training instructions each year.
  • Include the training requirement in the volunteer onboarding process alongside fingerprinting, TB clearance, volunteer applications, and site approval.
  • Provide an annual training notice to all board members and approved volunteers before the start of each school year.
  • Require proof of training completion before volunteer service begins, particularly for individuals who have recurring contact with students or supervise students.
  • Use a dedicated email inbox to collect and retain training certificates, ensuring records are organized, consistent, and easily auditable.
  • Maintain a training completion log that tracks each individual's name, role, school site, date assigned, completion date, certificate received, and any follow-up needed.
